Steve Blanchard presented the following update on the the Bureau and the Office of Information IT/IM Re-0rganization Change Status -- to the ITAC members:

• Water Resource Discipline Changes:
• Office of Surface Water Assistant Chief is advertised.
• Office of Ground Water Chief will be vacant when Bill Alley
transfers to the field. Vacancy announcement will be out.
• Southeast Regional Hydrologist vacancy is at DOI for approval
• Office of Information Changes
• Office of Information Changes:
• In the OI Customer Relations and Communications Program -- Rebecca Bruno and July Salvo transferred to ER Office of Communications -- but did not take their work with them. Rebecca prepared the AD for Water presentations. Judy Salvo's departure leaves void for setting up WRD exhibits.
• In the Distributed Information System Program Office -- Bob Wakelee and Jack Yost for telecommunications and Mike McNally for security transferred as permanent detail to GIO but WRD pays salary thru end of FY03.
• Central Region and Western Region has GIO Office personnel -- Eastern Region has no GIO Office personnel yet, but a vacancy will be advertised soon.
• NWIS -- Alan Lumb retired and advertised Chief's vacancy -- Isabelle is Acting Chief, NWIS and Mindy Lanza is Acting Chief, BAMS. The AIS staff will be transferred to NWIS and DIS.
• Party line is that Basis will be ready in FY03 and AIS will be abandoned.
• TNA will not be ready until January, so AIS will need to continue until then.
• Alice Sabatini and Steve Blanchard will draft a letter to the Districts regarding the status of AIS and Basis. They will get this letter reviewed by the Bureau. Isabelle indicates that a bare minimum maintenance for AIS would be $200K.
• GIPO is scheduled to move to GIO by October at the latest.
• WRD will not fund these personnel in FY03. Plans are that OIH will transfer to Bureau.
• Handout for GIO Organization.
• 65 personnel transferred from OIS to GIO last week.
• GIO Leadership Team is matrixed from disciplines, regional points of contact, HR, APS, Budget, and OC
• Information Security Team Leader is Don Watson.
• Chief Technology Officer position is advertised and most qualified list has reached the GIO.
• Jim Brokaw is Acting Chief Technology Officer.
• Senior Advisor for Information Policy and Services is Hedy Rossmeissl
• Chief Scientist for Information is Anne Frondorf
• Federal Geographic Data Coordinator Director is John Moeller group.
• Telecommunications Infrastructure Team Leader is Elaine Stout.

• Organization charts (handouts) show that the regional GIOs are matrixed to GIO.
• ISSUES RAISED:
• Jessie Alvarez raises concern regarding issues of how have NT TAC and SUN TAC to work with GIO groups.
• Isabelle Halley suggests that WRD advisory groups, such as these become advisory groups for entire Bureau This is a potential letter to GIO.
• WAN is now a Bureau activity. Service Level Agreements exist between WRD and the Bureau.
• Security Breach a few weeks ago may have a silver lining.
• In 2001, Congress passed the Data Quality Act effective October 1, 2002. OMB and DOI and each Agency needs to detail what is meant by Data Quality. A GIO Team is being put together. Steve Blanchard has information.
• Other OI topics will be presented during this meeting. See agenda.
• NWIS COTS:   Hydrotasmania is a company that has an ADAPS. Steve Blanchard is investigating a CRADA between this company and USGS. USGS will be provided the source code.
• Fair Act (FY03):
• Publications Area affects information significantly. Scoping teams will include Greg Allord and one or two field personnel. The teams will determine what functions will be affected and the scope and contracting vehicle to be used.
• FAR procurement rules will be used because A-76 is going away.
• Budget (WOTSC):
• Indications are that all proposed cuts will be restored - maybe even a few increases.
• Look for cooperative programs increases in FY04.
• Loss of WOTSC will affect program.
• Fund NWIS a $10 Million in FY04. Must go thru DOI and OMB.
• Only cost center assessment and Bureau (11 percent Gross; 9.9 NET) will be the only assessments.
• For FY03:
• 5 Regional Office reduction
• 10 Technical Office reduction
• 20% Office of Information (2 Million decrease)
• 1.3 assessment to Water offices to fund QA processes.

Pete de Vries presented an overview of the New York District computer activities. {power point presentation goes here} Some comments follow:

• Pete pointed out that the NWISWeb page shows no gages for Long Island when there actually are. Also, there are real-time tide gages. (First question is "What's near me?")

  -- Comments / clarification from Chris Ryan, New York District, 5/28/02 --- Answer from NWISWeb team:  

  "I spoke with Pete deVries regarding his question on sites showing up on the map which is displayed on NWISWeb. He had expressed concern on the fact that there are sites that do not appear on the map although they have real-time data available. He clarified that what he was communicating was the need for a map that has ALL real-time sites available as well as the current map which displays only Streamflow sites. Further, he expressed the need for a map that would fit to all of the predefined real-time displays including ground water. This is something to add to the enhancements list and will need to include discussion with the Water Watch team". --Chris Ryan, 5/28/02.

• PC- Anywhere can be configured for encrypytion.
• There is approximately a 4-year replacement cycle for desktops and windows servers.
• Grady presented an overview of the New York District Program. {power point presentation goes here}
• Todd Siskin has a write up of the New York District Real-Time Kiosk software. Todd's Kiosk document -- Loren Kloft mentioned that he uses a software package called Site Kiosk, cost is $150.
• New Technology:   Underwater Modem measuring tidal flow in the Hudson River.

District Employees Town Meeting Discussion:   Brief Presentation by the Chiefs of:

• Isabelle Halley gave a Update on AIS Status -- as of today AIS is going away October 1, 2002.
• Issues:
• Bureau TNA will not be available before January 2003, therefore WRD will have to maintain a skeleton AIS until the bureau TNA is available
• There is no guarantee that APS will continue to provide the FFS and FPPS interface data that is dowloaded into AIS (daily, weekly, monthly), making AIS useless as a budget execution tool
• There is no WOSTC in FY03 - How will we fund the minimum AIS support estimated to be under $200K?
• BASIS has no plan at this time to accept AIS historical data (there is possible hope as of late Thursday, May 16) -- Reference attached emails.

The ITAC members and the District Employees wrapped up the Town Meeting with the follwoing Questions and Answers Session:

• Blanchard:   Is S-Plus training provided at the District Offices?
  --Neverdon:   Yes.
• Kloft:   Are there any extra telecommunications costs to Districts this year due to the switch to MCI?
  --Neverdon:   No.
• Siskin:   Has anything been done to get additional telecommunications gateways?
  -- Under discussion - Elaine Stout is looking into this.
  -- Neverdon:   Some WRD offices are converting to private ISP networks.
• What is the expected down time for transfer to NWIS 4_2?
  -- Halley:   Between one (Georgia) to four (California) days. The NWIS development team is working very hard to reduce the transfer time. Following last week (May 20-24 transfer meeting), the transfer time had been reduced by ¼^th.
• Would it be advantageous to off-load unit values to improve transfer time?
  -- Halley:   Don't know - will ask NWIS.

-- Districts will want to make sure there is plenty of disk space.
-- Colleen Babcock will send out a memo next week with some examples of space requirements.

-- Comments / clarification from Colleen Babcock:   My recommendation would be NOT to off load unit values, but the procedures are available to do this. In fact we have had recommendation that the archived unit values data be loaded back into the database prior to the 4.2 transfer.

• Siskin:   What kind of errors occurred during transfer?
  -- Halley:   Ingres errors, space problems, and transfer program errors

-- Comments / clarification from Colleen Babcock:   Additionally there may be data problems that are identified, in which case the "bad" data will be written to ascii files for further review by the district.

• Siskin:   Does UV split function in NWIS 4_1? Apparently NY tried (perhaps at 3.2) and it did not work.

-- Halley:   Don't know - will find out.

-- Comments / clarification from Colleen Babcock:   I am not aware of any problems with the UV split program at 4.1 and the program, we will follow up with Todd directly.

• Siskin:   Is the Denver training user training?
  -- Johnson:   Yes, a train - the -trainer. The class announcement.
• Is there going to be a Data Base Administrator's Course?

-- Yes, next year. -- There is a need for both a System DBA course (ingres, sql, maintenance) and those "dba" duties such as site creation, DD creation, real-time system maintenance etc. It was recommended that in addition to the pre-transfer cyber seminars and the two user trainings, there should be a few cyber-sems for the ADAPS management topics (perhaps also QW and GWSI):
-- Add new users.
-- Data Base Access issues
-- Build new data base
-- PLOTWAT Issues - Cooperator Access is CHANGED (Scott B. knows this) etc.

-- Comments / clarification from Colleen Babcock:   These are very good suggestions and we'll try and work them into the schedule. It will be much easier to address short topics via cyber seminars that try and develop and coordinate the entire DBA class. If there is enough interest in an Ingres DBA class, I'm sure we can get Greg Shank to conduct one.

• Siskin:   Will the DBA documentation be available at the time of the release? I understood this was about general documentation not dba specific documentation.
  -- Johnson:   Yes, the DBA documentation is being rewritten.

-- Comments / clarification from Colleen Babcock:   The ADAPS user documentation and the ADAPS administrator documentation are both being re-written, we also are updating the General DBA documentation as time permits. We will make every attempt to update the /conversion/nwisdocs3_2/nwis_db.maint.html document for 4.2

• Jessie:   Will this include the NWIS data structure?
  -- Halley:   NWIS DB
• Tom Suro:   Have a lot of users who use ADAPS on a day-to-day basis involved in ADAPS 4_2?
  -- Johnson:   Yes.

-- Comments / clarification from Colleen Babcock:   Yes, I would.

• Tom Suro:   Will users start working records with 4_1 and then switch to 4_2?
  -- Johnson:   Yes.
  -- Comments / clarification from Colleen Babcock:   I would yes.
• Suro:   Will NWIS 4_2 allow input of discharge from other software programs other than ADAPS?

-- Johnson:   Yes, you can load B cards and 2 and 3 cards.
• McCallum Comment:   With NWIS 4_1, it takes more steps to retrieve water-quality data?

-- Comments / clarification from Colleen Babcock:   There are additional steps to accommodate the additional data types that are available with the 4.1 release. I'll have Dorrie follow up with Brian.

• Pat Murray:   Are all annual data reports being rewritten for NWIS 4_2
  -- Blanchard:   Yes, Ed Fischer in Iowa, is working on this.
• Suro:   Is NWIS 4_2 slower?
  -- Johnson:   Data retrieval is slower.

-- Comments / clarification from Colleen Babcock:   Joel is correct we have taken a performance hit on some programs that may not be corrected before 4.2 is released.

Suggest using WATMOVE right before the transfer. WATMOVE will be ready by the time all districts have completed transfers.

• Pat Murray:   Will graphics stay with tkg2?
  -- Halley:   Yes, and tkg2 will be around for the near future.
• How much is being done to switch to ORACLE?
  -- Halley:   Steve Brady is doing an evaluation on the implication of the port of NWIS to Oracle.
• McCallum Comment:   OUTWAT and rounding issues are significant.
  -- Johnson:   Don't use OUTWAT, use NWIS2RDb. OUTWAT is PRIME code.
• Kloft:   Now that NWIS 4_2 is completed? What about sediment processing.
  -- Blanchard: No concrete plans for any functions after NWIS 4_2.
• Kloft:   Will discipline database in Bureau stay with the discipline offices.
  -- Blanchard:   There is no plan to move discipline data bases to the GIO.
• Pat Murray:   Has anything changed with the Peak Flow file?
  -- Johnson:   The database has been attributed, but nothing with the application.
• Isabelle:   Will come up with answers to several questions and issues by asking the NWIS staff for answers.

• AIS/Basis in FY03:
• Comment Halley:   A skeleton AIS must be maintained to handled the TNA.
• Comment:   BASIS is Web-Based and will include budget and project information system. Limited reports will be available.

• Kloft:   Daphne Chinn indicated that there will new user ids? Reference: NEW UPDATE to NAB--Employee id
  -- Halley:   Will need to look into this.

ITAC Discussion of the District Issues from the Town Meeting (ITAC members)

• Nelson Williams indicated that there was not enough time for general computer questions. Jessie Alvarez indicated that there needs to be more interaction with the District staff. Some personnel were not in the meeting today and Grady will schedule time later for ITAC to meet with them. Isabelle suggests sending AIS, NWIS and DIS the powerpoint presentations ahead of time. Steve Blanchard suggested sending out a request for District questions ahead of time.
• The plan is to adopt a shorter time for town meeting presentations, say three topics and 5 minutes each and have a few questions to start from the District.

Isabelle Halley gave brief status and update on AIS and BASIS+/AIS migration.

• NO WOTSC -- How can we pay for AIS?   $200K would be needed just for maintenance.
• AIS has interfaces to FFS and FPPS; these interfaces could be turned off any time after October 1.
• A skeleton AIS staff is needed until January 1, 2003 to provide the TNA functionality.

Leo House was on the conference phone and indicated that the information is not getting to the District Administrative Officers. The Administrative Officers have concerns and wonder if they need to download data to spreadsheets.

--Isabelle:   We cannot send a memo to the District unless we have authorization from the Director, Carole Aten, to keep AIS running in FY03 and the funding of AIS is resolved.

• BASIS may have no way to track costs in the first release and compare these costs to funding in a single report.
• The WRD users will have to use FFS reports from the ORACLE data warehouse.
• House:   Can the budget formulation information from AIS be accessible?

-- Isabelle:   Yes, you may maintain your AIS database and enter budgets but daily expenditures, labor costs, and personnel information, may not be available. If labor costs is not available, the re-computation of employees hourly rates on a bi-weekly basis cannot be performed.

• House:   Should NRP set up excel spreadsheets to track daily labor costs?

-- Isabelle:   Don't know. Cheryl Music, New York Administrative Officer indicates that FY03 project budget information will need to be entered manually rather than exported from AIS and imported into BASIS.

• Williamson:   Does BASIS have a user group that has WRD representative?

-- Isabelle:   New York is a test District just for the MIS part of BASIS. This data must be entered into BASIS by then end of June. Training for BASIS is in Reston; Leo House suggests that training be held at the Regional offices (this should be included in the letter to the GIO/Bureau.)

Short followup on ADS and communications with GIO LT by Steve Blanchard and Gary Neverdon

• No response to the ITAC January memo has been received from the GIO office. The Lighthouse group is in the process of updating the ADS report. Jessie Alvarez indicates that the Districts need guidelines for implementing ADS. A decision needs to be decided if there is going to be a Bureau ADS domain. All District and all Disciplines except NMD (and Donna Sholz) were against implementing a Bureau level ADS. Steve Blanchard will tell GIO LT that ITAC will recommend a cost center implementation of ADS. The NT TAC is working on ADS documentation for WRD cost centers. ADS Benefits and Technical Issues were presented to Eastern Region Director and the Regional Executives by Nelson Williams.

Steve Blanchard presented an update / sharing information on the NWIS Executive Steering Committee. Followed by the following discussion and comments:

• National Water Quality Meeting next week in Wisconsin?
• Sandy Williamson:   Who is the best person to answer questions about STORET?
  -- Steve Blanchard:   Dorrie Gellenbeck and Terry Schertz can answer questions.
  Steve will provide a write-up of the STORET issues to Sandy Williamson.
• Isabelle Halley:   indicated that Oracle is more vendor centric than other RDBMS vendors.
• Isabelle Halley:   indicated that there are NWIS proof of concept tests ongoing, such as with Steve Brady in Kansas.
• Steve Blanchard:   indicated that NatWeb would be up and functional by end of FY03. This would take the load off of the District servers.
• Jessica Alvarez:   Why isn't NWISWeb running on NatWeb?

-- Isabelle Halley:   The NWISWeb software (production of the NWIS data) is not available now on NatWeb; only the web pages are available on NatWeb.
• Jessica Alvarez:   Will NWIS ever be a centralized system?

-- Steve Blanchard:   This is the AMS recommendation (and other businesses are centralized); but no decision has been made. Districts want to have control of the data. There was a lively discussion and debate of NWIS -- centralized vs. decentralized.
• Sandy Williamson:   A feedback mechanism, such as a flag needs to be set in NWIS site header table by NWIS View to indicate the data quality of the site location data. Then Districts can chip away at improving the site location data.
• Brian McCallum:   NWISWeb Slide - note that the NWIS Web User Group was dissolved.
• Isabelle Halley:   Susan Trapanese had no staff to analyze and prioritize external user requirements.
• Steve Blanchard:   Bob Reynolds has been assigned half time to assist Susan.
• Mark Nilles:   Who dissolved the NWISWeb user group?

Steve Blanchard:   There was only one meeting. Actually, the surface-water web user group was dissolved; Brian McCallum was the surface-water web user group Chair.

Brian McCallum, lead the discussion of the "Future Role of ITAC" and the ITAC Charter with all present ITAC members. There were two basic options facing the group:

1. Take a stand, stick it out !

• Pick two or three major topics and fight for them.
• Last morning before we adjourn, put together letters and finish them before we leave the ITAC meeting. Action items should be focused on gathering data for future letters.
• GOALS OF ITAC
  • Ensure that the interests of the customers of the Water Program are represented and served during Bureau's evolution.
  • AIS/Basis Plus
  • Loss of core IT support
  • Improved Communications
  • Continue to monitor, recommend policy direction, and provide field-level communication of the status of for major Water Program software packages.

  May2002.NY.2 - ACTION ITEM --- Steve Blanchard will wordsmith the Parts, such as Part B, of the ITAC charter based reflecting the organizational changes in the Bureau. Reflect change that ITAC reports to both the Associate Director for Water and the GIO. Revise and report at the next meeting.

  May2002.NY.10 - ACTION ITEM --- The ITAC Chair will officially send out ITAC minutes to the Regional Executives, including the Regional GIO and to the Associate Director for Water.

  May2002.NY.11 - ACTION ITEM --- ITAC members shall send out the minutes to all the Lotus email abbreviations of the constituents they represent and follow-up with how the minutes effect the constituency.

• Discussion about costs of getting the pubs online.
• Scanning rate is about 10,000 sheets per hour Estimate is $60,000 (including rudimentary OCR) or fifteen cents per page. The cost should be half this cost with a volume project.
• Post processing of the pdf to html pages takes several hours.
• Minimum processing for a report is two to three hours (508 compliance)
