CROP_COEFFICIENT (Kc) is multiplied by the ETref to get potential consumptive use (CU) -- input requires that REFERENCE_ET (ETref) to be specified.
CROP_COEFFICIENT and CONSUMPTIVE_USE can both be specified for the same location. If both are specified the potential consumptive use is the sum of their respective contributions.
