Project Summary: The U.S. Army Corps of Engineers (Corps) is undertaking several initiatives to improve the manner in which it regulates the nation's aquatic resources as per the Clean Water Act. Regulatory program approaches utilized by the Corps have been described as confusing and needing modernization to reflect current state of the art knowledge. This Scope calls for examination of water supply permitting practices.

Improvement of the practices in evaluating water supply permits and sidestepping controversies is of special importance to Corps overall performance. Corps regulators are facing an increasing permitting workload regarding water supply permits and recognize the need for assistance to deal with the water supply issues.

This effort will assist an Institute for Water Resources (IWR) water supply permit initiative by facilitation of workshops to explore collaborative modeling support (shared vision planning) and scoping preparation of water supply permitting handbooks to assist Corps regulators.
