C&A Update/Briefing (Garry Neverdon)

C&A training from DOI was held this week in Reston; detailed going through DOI versions of documentation. Worked through requirements. Judy Snoich - IT Capital Planning Investment Coordinator (CPIC) -- previously at DOI; she has different view as to how to address the enclave documentation for Dept. Will work through by Monday or Tuesday next week. Will go through review to make sure it's understandable.

Q: C&A - Have to identify systems that are high risk; dates for each. GIO has put together enclaves. The high-risk systems will have to have C&A by July31, 2004.

Three enclaves are due this July: LandSat, E-Web, and National Map (which is huge). Documentation due for C&A July 2004. Financial management enclave, property management, office automation general, office automation specialized mission systems.due July 2005 as drop-dead date.

That's schedule of what's needed from the Bureau. Under discussion as to what is needed from the field.
Q: SAs - Will they get documentation for E-Web enclave? Yes, by 3/29/04, hopefully. By end of next week, to regional testers. They are reviewing a package related to the process. Scott is a reviewer; several from Regions.

Garry will be involved in setting up a process that includes having a USGS "C&A expert" as a resource.
A: Contact names for each enclave. Will start some cyber seminars to help walk through the process.

Q: Regarding E-Web: Are there some things the Districts can be doing now?
A: Any advance work would help now - risk assessment; what's needed for back-up; contingency planning. That would help feed the process.

Q: Can we use the NWIS Security Plan?
A: This was discussed. Management, operation, and technical controls (password policy) would be needed for systems not included in the NWIS plan.

Q: Risk assessment and contingency plan covers what District has going on.
A: Don't need two sets of everything (risk assessments/security plans). For example, locked doors on District computer room.

Q: Can C&A documentation refer to each District? Does contingency plan include for public Web serving of all pages?
A: It's possible to use the one plan.Districts have to build beyond NWIS. Discussion on this followed. A lot that was done for NWIS applies to the District operations too. Would like to go through it only once. If documents are comprehensive enough at a District level, then it won't be too hard to build on them and refer to them for different C&As for different systems.

Q: Additional training on C&A?
A: Department is offering in Denver & Menlo Park in a few months. It's in TMS now. One concern is that DOI is much more rigorous in what it wants than what probably is really required.
Garry: Bureaus are now only required to have "table-top" exercises for their contingency plans. (It was mentioned that Richard Hollway needs to know this.)

Discussion followed: Richard is an expert right in our backyard. Why is NWIS restricting his activity? He should be helping Districts. Garry reminded that NWIS contingency plan is the "buddy system " which may not be the case for sites with Web servers. Several sites have had disasters and not recovered; therefore may need assistance beyond NWIS to design and test a plan.

We should also ask him to look at the C&A team's process document coming out for review. Ask that he look at from Districts' perspective. Although he is not available to be a resource for all of Water, he can be resource for Scott and other RCSs. The burden of documentation is difficult.

Q: Shouldn't Water take control of this process Judy Snoich for the GIO is in place now - got her approach on setting boundaries of enclaves; and reduce amount of info needed from the field. DOI documentation is good but there's a lot of it! The C&A team doesn't want to send this out to the field yet; need to put boundaries around it.

Discussion: Nothing sent to District Chief yet. Need to make reservations. Longest day of the year will be when we're traveling there (6/21/04). Apparently, it's a tourist attraction. Need to start setting up travel plans.

Meeting place for October 2004? Central Region is next. recommended Austin. (ITAC met there in 1998.)

Sandy - Referred to his spreadsheet of meeting locations. ITAC met in Denver in 1995.

Discussion: Maybe scale back to two meetings/year, instead of three. Can we work with CTO, etc., without going out to Districts more than twice per year? Need to put on table for discussion. Districts find Town Halls are helpful.

April 9th, Friday - Next teleconference; then Friday, May 14th.

Brian - About the ITAC Indiana Meeting Minutes: He would like them summarized for sending out. Can add URL. Who was going to summarize? Brief synopsis needed, of what Districts might want to know. An SA summary would be different than for a database person. Summaries are helpful. Many changes? Probably not. Sandy can summarize to send out next week.

(Note: Katherine Lins sent an e-mail to ITAC members after this meeting asking them to please not send summaries of the Indiana meeting minutes until after 3/24/04, when everyone has had a chance to review them.)
