There are three Shapefiles for defining specified heads. There is one Shapefile for layers 1 and 2, another for layer 3, and a third for layers 4 - 8. Import those shapefiles being sure to use them to set the specified heads in the correct layers. It could be helpful to color the grid with the specified heads to make sure you imported them correctly. The Shapefile attribure CHD_HEAD can be used to specify the starting and ending head of the boundaries.
