The Conduit Layers tab is on the MODFLOW Layer Groups dialog box. It is only visible if the Conduit Flow Process is selected and Conduit Layers will be used.

The Conduit Layers tab contains a table with one row for each layer in the layer group. If you want a specific layer to be a conduit layer, check the checkbox in the column labeled Conduit Layer (CL) For each conduit layer, you must specify the void diameter and two critical Reynolds numbers. The lower critical Reynolds number is the Reynolds number at which turbulent flow switches to laminar flow and the higher critical Reynolds number is the Reynolds number at which laminar flow switches to turbulent flow.
