Very good links and a comprehensive set of General Tips. In their words —

"This resource is dedicated to those entering the accessible but often misunderstood world of HTML authoring, the practice of creating Web pages. The focus extends into Web site development and page design. Each resource offers excellent information on HTML authoring or Web design and typically they encourage the use of platform-independent Web publishing practices."
