Continuous Records Processing Information

Background

At the April WRD Sr. Staff meeting there was a presentation on the status of the Electronic Annual Data Report (ADR). A question was raised as to what tools need to be developed, related to the ADR and outside the ADR, to facilitate the WRD-wide implementation of Continuous Records Processing (CRP). As a result of the ADR presentation and discussion, an action item was generated for Office of Surface Water (OSW) to establish a committee to develop a plan for the full implementation of CRP. This plan should identify tools to be included in the development of the electronic ADR to facilitate CRP.

As a point of clarification, the full implementation of CRP is not the same as full implementation of the ADR. There is, however, some connectivity between CRP and the ADR. The ADR is currently an annual process but it is expected to move toward a more continuous process. This means that there are essentially two different tasks: (1) to compute continuous records (field and office work, tools, documentation), and (2) to publish continuous records (including revisions). The primary focus of this committee is CRP while at the same time, describing aspects of the ADR process and ADR tools that will be needed to facilitate CRP and eventually publishing continuous records.

Expected Outcome

The Committee should develop a plan to fully implement CRP within WRD. CRP is to apply to all time-series data, including surface-water, ground-water, and water-quality data. The Committee should consider everything necessary to accomplish full implementation, including but not limited to such things as:

The Committee is to complete their work and present their results to the OSW by the end of September 2007. OSW in turn will present the results to WRD at their October meeting.
