Subject: Bureau IT Infrastructure REFUND to WRD Cost Centers

You were originally notified with the below email of a possible bureau refund for IT Infrastructure related items in the event bureau assessment exceeds projections. The bureau has notified each discipline that a refund will be forthcoming. WRD will be receiving a refund of approximately $765k which will be passed along to each WRD cost center in the same proportion they contributed to the cost recovery; based on their total WRD funding percentage. This refund is separate from the refund each of you just recently received for the FY04 cost recovery. The first refund was due to significant reductions in telecom and radio frequency charges. This refund is for bureau IT infrastructure reductions for such things as Active Directory and DOI Wide ESRI License costs which are now being paid out of Bureau Support Funds.

The below spreadsheet shows the refunds due to each cost center. This refund will be SV'd back to the account from which each cost center paid its cost recovery charges. The refund will be labeled "FY04 Bureau IT Refund". The only exception will be for the Southeast Region cost centers whereby these refunds will be pooled together and sent to the Regional Hydrologist for separate distribution. This is being done due to the complex hydrologic conditions currently taking place in that region. Please be advised that these funds need to be spent or obligated this year. Due to the lateness of this refund, your immediate attention is requested to ensure these funds can be utilized adequately.

The Bureau Support Funding Committee has met to set priorities for end-of-year allocation of Science Support funds if additional funds become available at the end of the fiscal year. These additional funds would likely come from the bureau assessment on reimbursable funds if they exceed projections as well as from expected expenses that may not materialize. The Committee has decided that paying some of the IT Infrastructure costs back to the science programs was a high priority. In Carol Aten's memorandum on this subject she projects a potential surplus of $500k up to $1,325k which would be applied to these IT Infrastructure costs resulting in "refunds" back to the Disciplines as follows:

If $500k is refunded to the Disciplines, WRD's share would be $179k
If $1,325k is refunded to the Disciplines, WRD's share would be $474k

When and if this refund comes to pass (between now and the end of the fiscal year) the WRD share would result in "refunds" of a part of the FY 2004 WRD Cost Recovery funds paid by each cost center. These are not expected to be very large amounts of money per cost center, but given that they may come late in the fiscal year, we wanted the cost centers to be aware of the possible refund and have plans in place to enable them to spend the money in a useful manner. Any refunds given to WRD will be passed along to the cost centers in the same proportion they contributed to the cost recovery; based on their total WRD funding percent. Please refer to the attached spreadsheet to obtain your cost center's funding percent (that is the percentage of all WRD funds expended by that cost center). These range from slightly below 1% for the smallest Districts to nearly 7% for the largest. The worksheet labeled "fy04byfunding" provides this percent for each cost center, Column D.

For planning purposes, each cost center can use their funding percent to determine how much they could potentially be refunded. This can be calculated as cost center's funding percent (from the below spreadsheet) multiplied by the total anticipated refund. For example, if your funding percent is 2.25% then you could assume a refund of approximately $4,027 at the $179k level ($179k * 2.25% = $4,027) or a refund of $10,665 at the $474k level ($474k * 2.25% = $10,665). Keep in mind that there will be a second WRD cost recovery conducted in late August for final Telecom and Radio Frequency charges. Any bureau refund received will first be applied to your cost center's remaining costs with any surplus credited back to your account. A detailed spreadsheet will be sent out as soon as possible to show this final adjustment.
