Updated Waiver Process
The USGS Geographic Information Office (GIO) recognizes the value and cost savings potential of these mass-purchase contracts. However, over the last year, the USGS GIO has reviewed and approved many DOI contract waivers for the purchase of hardware to support science. These waivers were driven by scientific requirements that the DOI hardware contract did not fulfill. In these cases, the waiver process created unnecessary steps in the processing of purchases for hardware sometimes critical to time-sensitive projects.

In order to ensure that science and scientific investigation drive USGS information technology requirements, and to ensure that science hardware acquisitions can proceed in a timely manner, the following policy is effective immediately: for science requirements that are beyond the specification of hardware available on the DOI contracts (i.e. multi-processor workstation, laptop with serial connection), offices that complete the waiver documentation and submit the waiver to their Regional Geographic Information Office (RGIO), may immediately proceed with their hardware acquisition. Offices are required to use this process for only those orders where scientific needs cannot be met by existing contracts. A list of known scientific requirements not met by the DOI contract is available at http://internal.usgs.gov/gio/ito/hardware/. Offices will be instructed to cancel orders that are in violation of the policies identified.


The DOI Hardware Contract currently cannot meet the following scientific requirements:

Mobile systems which require on-board serial connectivity.

Mobile systems which require 64MB or greater of video graphics

Desktop sytems which require small form factors for kiosk settings

Desktop sytems which require dual CPU capability
