MINUTES OF THE CENTRAL REGION ADVISORY COMMITTEE ON DATA OPERATIONS (CRACD) – August 22-23, 2000.
The USGS Central Region Advisory Committee on Data Operations (CRACD) members Eric Wakeman, Burl Goree, Ron Kuzniar, Melanie Clark, Rene Freret, Henry Hauck, and Dave Grey were in attendance.

All agenda Items were completed prior to the August 2000 meeting. Those items included issues related to NWIS, Web Data, ADAPS 101, CR Conference on Data, ICOM/ITAS, and field computers.

New Business:
The next meeting for the CRACD is set for FY01 on February 13-14, 2001 in the Kansas District Office, Lawrence, Kansas.
Ron Kuzniar (Iowa, District) resigned as chairman of the CRACD. Ron will be reassigned and relocated to a Regional position shortly after October 1, 2000. Personnel from the Region are not eligible for membership on the CRACD. Ron will continue to participate in CRACD activities by invitation.
The new chairman of the CRACD will be Dave Grey (Colorado, District).
The CRACD submitted a request to Headquarters for approval of the 2001 Conference on Data. The Central Region confirmed its commitment to the 2001Conference on Data with financial support related to facility costs.
At the request of Datanet members, a synopsis of CRACD accomplishments was prepared for distribution.
NWIS: A status update on NWIS 4_1/5_1 was presented to the CRACD Committee during a teleconference with the CPAC committee on 8-23-2000. The CPAC group members requested that the CRACD resubmit the 5_1 update list of Central Region priorities to the NWIS work groups. Charlie Merk chairs the CPAC committee. Also involved in the teleconference were, Carl Goodwin, Barry Will, and Loren Kloft.
ADAPS: (ADAPS 101)
Development of the ADAPS training course in nearly complete. OSW has reserved funds necessary to support trainers, syllabus, and course development. The first training class will be scheduled to follow the release of NWSI 4_1. Initial ADAPS training classes will be presented at the National Training Center, Denver, Colorado.
CPAC: The CRACD participated in a teleconference with the CPAC on 8-23-2000. The CPAC topics covered during the teleconference were: 1.NWIS 4_1 updates and release, 2. Field computers and handheld computer devices, and 3. Real-time data acquisition from non-GOES telemetered gages. The CRACD endorses the development of handheld computer devices (CE Formats) and the development of related electronic field forms for field data collection and transferal.
Data Conference: The next Central Region Conference on Data is to be planned for May 2001. Progress is acceptable. Critical scheduling elements remaining are listed below under action items.
DISSPLAY: The contract license for
Display will end in the 01 Fiscal Year. The Display license will not be
available during the entire records processing season for the Fiscal Year 00
Data Report. Development of replacement graphical software has begun.
ADCP: The CRACD teleconferenced with Kevin Oberg on 8-23-00. Items presented during the teleconference were, development of electronic field forms for ADCP data, OSW approval of the windows version of Win River software for data processing. Future development of Sontec Hydrographic hardware/software and potential WRD applications.
SAFETY: District Safety Reviews for Kansas, Nebraska, South Dakota, and Minnesota have been completed. The Wyoming District Review is scheduled for September 5-8, 2000.
Action Items (start 8/00)
ADCP/NWIS: Henry Hauck-September 30, 2000-Will provide for the CRACD review and delivery to Jeff Christman, a draft of user requirements related to field files and note sheets for inclusion in NWIS 5_1 for storing and processing ADCP data in NWIS. Assisted by Eric Wakeman.
DCP: Dave Grey-November 20, 2000- Will submit to the CRACD for review and delivery to C. Babcock, a statement of need for diagnostic parameters to be added to the National Web Page.
Conference on Data: Ron Kuzniar-September 30, 2000- Will provide to the CRACD, and Central Region for review an invitation to R. Hirsch to open and attend the 2001 Conference on Data, 5/2001 in Kansas City, Mo. Invitations will also be extended to T. Casadeval, and W. Carswell.
Conference on Data: Ron Kuzniar-September 30, 2000- Will proceed with facility selection. Space and
cost considerations related to the conference attendees will be used to select an appropriate location.
Handheld computers: Burl Goree-No Date- Burl will participate in a test with CPAC members at the HIF for compatibilities of existing USGS field equipment and handheld computers in testing and development for USGS field use.
DCP: Dave Grey-September 15, 2000- Will provide to the CRACD for review and delivery to D. Dolnack and E. Dryer, a statement of need for the resolution of DCP addresses sitting is suspense. About 500 previously assigned but unused DCP addresses in the USGS inventory are limiting access for Districts with new stations that need transmission rights. Western Satellite accessibility is very limited.
Baud rate changes to 300 from 100 for GOES transmitters will also effect the NESDIS assignments.
NWIS 4_1/5_1: Ron Kuzniar-September 20, 2000- Will provide to the
CRACD for review and delivery to the NWIS work groups, the Central Region NWIS
priority list of ADAPS enhancements.
ADCP: Burl Goree-September 15, 2000- Will provide to the
CRACD for review and delivery to OSW (through K. Wahl) a request for expanded
testing of Sontec ADCP equipment and software for application to WRD
hydrographic applications.
Meter Development: Eric Wakeman-September 30, 2000- Will provide to
the CRACD for review and delivery to OSW and ICOM (through K. Wahl) a statement
of need related to the testing and development of the Mag-Head pygmy meter.
Limnologic
Hydrography: Henry Hauck-November 1,
2000- Will provide to the CRACD for review and delivery to OSW (through K.
Wahl) a statement of need for standards related to the hydrographic surveying
of lakes and reservoirs where ADCP, GPS, GIS and other technologies are
combined in USGS technical products.
Main CRACD Goals:
1.
ADAPS 101, available by FY 2001, now coinciding with the release of NWIS 4_1.
2.
Data Conference, Planned, scheduled and presented in May 2001
3.
Field Computers, CRACD will participate in advancing the application of new
technology for field data
