The USGS has been informed by Hord Tipton, DOI Chief Information Officer (CIO), in a memorandum dated June 24, 2003, (attached), that the consolidated DOI contracts for purchasing desktop computers and servers have been awarded to Dell Computer Corporation (Dell). These contracts are the mandatory source for desktops and servers within the DOI.
The GIO's office is working with the Office of Acquisition and Grants (OAG) to implement the purchasing mechanism necessary to begin the ordering process for the USGS. All warranted contracting officers, as well as those with bankcard purchasing authority, may order from the contract. Information Technology (IT) acquisition approval is required for purchases over $2500. The use of the bankcard is the preferred payment method. DOI has provided a website http://www.doi.gov/ocio/erm/hardware/ that contains information regarding the contract terms and conditions and technical configurations for use by all DOI employees. Currently, only phone orders are permitted through the designated Dell representative to the USGS. Dell will have an on-line storefront operational before July 6, 2003.
Note: Operating systems are delivered with the Dell servers unless specifically deleted. Because USGS has already purchased licenses for server operating systems through the Microsoft Enterprise license, most purchases should delete the operating system so that USGS is not paying twice.
Contract award for the laptops is tentatively scheduled for July 18th, 2003. No date has been given for the storage devices contract award. The current waiver procedures will remain in effect for the purchase of laptop computers and storage devices until further notice. Waivers are not required for non-shared storage such as desktop hard drives and other desktop storage peripherals.
