Hi all,
The attachment is still in progress. Many thanks to Jessie and Graig for their contributions to this work. Presently, I'm engaged in a discussion with Tammy Bagley (AO), Terri Moore (SA), and Paul Madrid (SA) of the CA District, who are providing me with lots of thought-provoking input. I also wish to have Bill Silver (Solicitor's Office) review selected factors.
So, in light of tomorrow's call, attached is my unfinished draft. Comments are very welcome. The second attachment is Graig's survey of WR districts.
