Subject: Accretion of Duties Promotions
This is to clarify the documentation required for accretion of duties
promotions.
In all cases an accretion of duties promotion package should consist of a
recommendation narrative statement (cover memo), and a position description
(PD) with OF-8. Further, promotions of hydrologists to GS-12 and above
should include project descriptions; promotions of hydrologists, hydrologic
technicians, and administrative officers should include an up-to-date Career
Documentation Profile (CDP) to include bibliography (if appropriate) and PMED
scores; promotions of hydrologists to GS-13 and above should also include the
incumbent's current PD as well as the proposed PD (new requirement). Although
submission of Form 9-2018, Documentation of Noncompetitive Promotion Due to
Reclassification is no longer required (see attachment 1), it is certainly
acceptable to do so. If the 9-2018 is not submitted, the responses requested
on this form must be incorporated in the cover memo.
There is some confusion concerning the contents of the recommendation narrative
statement for different grade levels. Although the level of detail in this
justification would increase commensurate with the grade level, the basic
requirements remain the same. At a minimum, background information
(to include a description of the organizational unit and this position's
relationship to it), personal characteristics, professional characteristics
and career potential should all be addressed in this cover memo. The only
exception would be promotion actions that are a result of a Classification
Review; in those cases, the classification recommendation should be stated
in the cover memo.
Please be advised that it is not appropriate to promote an RGEG employee to
a non-research position by means of accretion of duties. That employee
must first be reassigned out of RGEG and become established in a non-research
position before being assigned duties which might lead to an accretable
promotion.
Attached for your information is detailed
guidance on accretion of duties
promotions and three sample promotion recommendations. The first is a
very comprehensive example of a promotion to a
Hydrologistposition at
the
GS-14 level; the second is an example of a promotion to a Hydrologic
Technician at the GS-11 level; and the third is a promotion to a
Administrative Operations Assistant position at the GS-6 level. All samples
meet the documentation criteria that is appropriate for their specific grade
and series.
