The Direct Runoff in SWR: Surface-Water Routing Process pane is on the MODFLOW Features tab of the Object Properties dialog box.

Starting time and Ending time are explained in the help for the MODFLOW Features tab.

Reach (DROMAP2D): DROMAP2D defines the mapping of each cell to a specific SWR1 reach. This array is initialized to have values equal to 0, as a result, direct runoff would not be routed to SWR1 reaches until DROMAP2D values between 1 and the total number of reaches are specified. Direct runoff is not routed for cells having DROMAP2D values less than 1 or greater than the total number of reaches.

Runoff (DROVAL2D): DROVAL2D defines the base direct runoff rate to apply. This array is initialized to have values equal to 0, as a result, direct runoff would not be routed to SWR1 reaches defined by DROMAP2D values until DROMAP2D values between 1 and the total number of reaches are specified. Direct runoff has units of L/T.
