SUBJECT: FY91 study units' surface-water GIS data correction request

This request reflects a memo which will be transmitted by Tim Miller
(within the next few days), regarding the corrections and re-aggregation
of NWIS data and SW GIS data. The target date for submitting corrected
SW GIS data is July 31st, 1997.

As part of the quality control checking by National Synthesis, it has
been found that for approximately 1/10th of all fixed and bed-sediment
and tissue sites, the GIS-derived drainage areas differ from the NWIS
reported drainage areas by over 10%. These differences may be attributed
to various factors, but without the help of study units, it is impossible
for National Synthesis to identify or explain why the differences exist
for each site. Correct basin boundaries are vital to data analysis and
 we must resolve the discrepancies.

After examining the discrepancies, it appears that part of the differences
may be due to the confusion as to how contributing and total drainage are
reported in each districts' NWIS data base. It seems that in most
districts, contributing drainage area in NWIS is reported ONLY if it
differs from the total drainage area. In addition, based on GIS-derived
areas, it is possible that NWIS may be missing contributing drainage
entries. If contributing drainage was not entered in NWIS, comparisons
were made by subtracting the GIS-derived basin area from the NWIS total
drainage area; if NWIS contributing drainage area was available, it was
subtracted from the GIS-derived basin area. This approach may or may not
be appropriate; the criteria that each district uses to store drainage
area in NWIS would ultimately determine whether this comparison approach
 is meaningful.

Another factor attributing to the discrepancies between GIS-derived
drainage areas and NWIS drainage areas is an oversight by National
Synthesis to clarify the need to have both contributing AND total drainage
boundary coverages for a site, if they differed. As a result, nearly all
study units submitted a coverage of either the contributing or total
drainage area for basins where each could be delineated separately. But
for National Synthesis and future data users to be able to choose the
more applicable ancillary data pertaining to a contributing or total
drainage area, both contributing and total drainage boundary coverages
will be needed. For example, if pesticide application (by drainage area)
was calculated in the summer months, the drainage area most applicable
might be solely the contributing drainage. On the other hand, if
pesticide application by drainage area was needed during the winter
months prior to a major storm, the entire drainage may be more appropriate
 for use estimation.

Some of the discrepancies may also be caused from the possibility that
NWIS drainage areas are not up-to-date, due to the methodology used to
derive drainage totals (e.g. planimeters vs. GIS). In addition, it is
possible that NWIS totals don't yet reflect recent human influences to a
drainage, e.g. diverted or ported water from other basins. Though it is
encouraged that study units take action to inform local districts of the
need to correct these data, the effort here is focused solely on
 correcting GIS basin boundary coverages.

Station ID's for fixed and bed-sediment and tissue sites having basin area
discrepancies over 10% are found below. Also included are station ID's for
fixed-sites having basin area discrepancies less than 10%. The sites are
organized by type of discrepancy, in six separate tables, the first five
of which are of higher priority. Please review all tables, and for tables
1-5, provide National Synthesis with any insight that could aid us in
understanding the influences that may be attributing to the discrepancies.
Also, where contributing and total drainage areas are not coincident,
National Synthesis will need a separate coverage for each drainage.
If these coverages are not currently available and it is not possible to
meet the time frame in providing these coverages, please relay this
information to your regional hydrologist and to National Synthesis (email
nakagaki) as soon as possible so any conflicts can be assessed immediately
and resolved in some manner. In the email, please include a list of
sites/basins by STAID for which contributing or total drainage basins
are not available, and the time and resources that would be needed to
 generate GIS coverages.

When making your coverages available, please use same naming convention
as in previous SW GIS requests ('b' + first 8 digits of STAID) and include
coverage documentation. Then export each coverage and place them in your
local anonymous ftp pub area. Please send email to Naomi Nakagaki
(nakagaki) with your IP address and any other information that should be
 known about your drainage basins.

On a side note, in regards to the GW GIS data, we think that some study
units may need to refine their polygon coverages, for example, land use
polygons that don't fully represent the targeted land use. Also, study
units might need to enhance the coverage documentation to clarify the
procedure that they used to develop the polygons and select the wells.
The GW GIS correction memo will be released July 31st, 1997.

 Thank you.

Table 1. GIS-derived area compared with NWIS contributing drainage area.
In most cases, contributing area = total area, but difference
between GIS and NWIS contributing basin area is 10%. If GIS-
derived area is accurate, and represents the contributing and
total drainage area, no action needs to be taken. If GIS
boundary represents either contributing OR total drainage, and
their delineation is NOT coincident, please provide coverage not
          yet submitted.
