Summary: A winter storm will bring heavy rainfall and winds to most of Southern California today.
A cyclonic low positioned off the California coast this morning is tapping lower latitude tropical moisture creating a AR event in the southern part of the state. Jet stream dynamics and strong orographic lift is expected to produce significant rainfall in Santa Barbara, Ventura and Los Angeles counties through out the day. As a result debris flows below recent burn scars are possible.
No exceedance of existing POR peaks is expected, however at least one gage is forecast to exceed flood stage later today (11118500).
There are 17 crews mobilized to cover gages from Eureka to San Diego. Flood work has been coordinated with the RFC, DWR, Santa Barbara County Flood and Ventura County Flood.
The main low will move inland and dissipate through out the day today. Other systems are expected to impact the state Monday and Tuesday before clearing the later part of next week.
