WATER RESOURCES DIVISION MEMORANDUM NO. 99.03

Subject:        SAFETY--Water Resources Division Hazardous Waste Site           
                Operations--Revised Safety Policy and Guidance

This memorandum transmits revised Water Resources Division (WRD) safety
policy and guidelines for hazardous waste site operations. 
Supervisors--together with management and safety advisors--are
responsible for safe working operations in hazardous environments. The
revised policy and guidelines are effective as of the date of this
memorandum.

This memorandum supersedes WRD Memorandum No. 93.33, "SAFETY--Water
Resources Division Hazardous Waste Site Operations--Safety Policy and
Guidance," issued June 15, 1993; and WRD Memorandum No. 96.17,
"SAFETY--Update of Water Resources Division Memorandum No. 93.33, Water
Resources Division Hazardous Waste Site Operations--Safety Policy and
Guidance," issued March 22, 1996. The attached document was developed by
incorporating the above two memorandums and adding new policy and
procedural changes recommended by the WRD Safety Committee.  The attached 
Hazardous Waste Site Operations Safety Policy and Guidance document is 
available on the WRD Safety Home Page under "Generic Helps" at the
