United States Department of the Interior GEOLOGICAL SURVEY RESTON, VIRGINIA 22092 4151-0012 ACH/0 WATER RESOURCES DIVISION MEMORANDUM NO. 76.15 August 11, 1975 Subject: PROGRAMS AND PLANS - Reporting of proposed work turned down by WRD offices because of personnel limitations There is an increasing need for documentation at Headquarters to respond to the Director, the Department, 0MB and Congress concerning requirements for personnel and funding for proposed new or expanded programs. The most pressing requirement is to identify those proposals to WRD offices by other Federal agencies which must be turned down because of the lack of specially qualified personnel. All Districts, Regional Offices, and Headquarters units are, therefore, requested to report each such turn-down by memorandum using the attached format. The report should be furnished to the office of the Assistant Chief Hydrologist for Operations immediately after the proposer has been informed that the work cannot be accepted. Districts should simultaneously send a copy of the report to their Regional Offices. We hope that by having this material on hand we will be better able to justify additional manpower for the Division’s programs.
