WATER RESOURCES DIVISION MEMORANDUM NO. 98.34
Subject: Key Positions Filled--International Activities; Quality
Systems;Training; and Human Resources
This memorandum describes recent personnel assignments as a result of
restructuring our headquarters organization:
--The International Water Resources Program now reports to the
Assistant Chief Hydrologist for Operations (ACHO) and will be called
the International Water Resources Branch (IWRB). Verne Schneider has
been reassigned as Branch Chief and Anna Lenox will maintain
operational program management and oversight responsibilities as
Verne's Deputy.
--Bill Shampine has made a permanent career move to the IWRB. He has
been on detail to our international activities staff since May 1997 and
will now have primary responsibility for coordination of all Middle
East programs.
--The Branch of Technical Development and Quality Systems that Bill
Shampine directed has been abolished.
--A Branch of Quality Systems, reporting to the Office of Water Quality,
has been established. LeRoy Schroeder is the Branch Chief.
--The National Training Center (NTC) has been realigned under the ACHO.
Russel Smith has assumed leadership of the NTC as Acting Chief.
--And finally, in the interest of providing a focus for the redesign of
our national employee development program and to develop a recruitment
strategy that will improve the diversity of our applicant pools, Skip
Schmidt has been detailed to the staff of the ACHO, to provide that
focus, and Larry Togans is serving as Acting Chief, Branch of Human
Resources Management Support.
Each of these individuals brings a unique expertise to these critical
division positions. Please join me in congratulating them and wishing
them the best of luck in their new assignments.
