            head Protection Areas).  The purpose of this memorandum is to es-
            tablish appropriate limits of participation by the U.S.
            Geological Survey (USGS), Water Resources Division (WRD), offices
            in projects that involve the preparation of reports pertinent to
            the delineation of protection zones around public-supply wells on
            behalf of local and state cooperators.
