Subject:  ORGANIZATION & MANAGEMENT--Analyses Performed in 
                                     District Service Units

When the functions of the 22 District laboratories were combined 
into the Central Laboratories System in 1972, District Water 
Quality Field Service Units were established in accordance with 
Water Resources Division (WRD) Memorandum 73.168 and limited to 
"performing determinations that cannot be made satisfactorily by a 
Central Laboratory."  These determinations were specified in 
WRD Memorandum 73.197 which is still in effect.

Recently, several District Offices have requested permission to 
analyze samples for constituents other than those specified in 
WRD Memorandum 73.197 in order to acquire reconnaissance data.  
Most requests have been for screening samples from a study area to 
plan collection of samples for comprehensive analysis at a Central 
Laboratory.

Where expertise is available in a District Office, and where the 
size and magnitude of programs justify the need for analysis at 
the District level, requests for permission to perform selected 
analyses will be considered on a case-by-case basis.  These 
requests must be fully documented and sent to the Assistant Chief 
Hydrologist for Research and Technical Coordination through the 
appropriate Regional Hydrologist in accordance with the guidelines 
established in WRD Memorandum 73.197.
