ACTION ITEM DEADLINES (See below for details): November 1--Adjustments to sediment lab charges November 30--Training Requests A separate memo that provides information on the operation of NASQAN II stations, including sampling schedules and other information, will be sent soon to the lead technicians for each station. This information is also available on the NASQAN II home page. The fundamental approach of the re-designed NASQAN program was supported by a panel of experts from both inside and outside WRD that reviewed the program in May, 1996. However, the panel suggested dropping coastal stations operated in FY96 on the St. Lawrence, Susquehanna and Mobile Rivers, and increasing the number of stations in the Columbia and Mississippi basins. These recommendations have been implemented. Table 1 lists the 39 stations that will be operated by NASQAN II during FY97, along with the proposed sampling frequency. A small amount of funding is also being provided to the Alaska District to determine the best approach for sampling the large rivers in that state. Program Coordination for FY97 Each NASQAN II basin will have a "Basin Coordinator" who is the primary contact for operational questions. Interpretive reports will be prepared during FY97 by the NASQAN National Interpretive Team, consisting of Bill Battaglin and Don Goolsby (Denver, CO); Rick Hooper, and Valerie Kelly. The distribution of funds between these various activities in FY97 is as follows: Data Collection (District Transfers) 59% Laboratory Analysis 19% Interpretation and Design 10% Network Coordination 5% Program Administration 4% Methods Development 2% Training 1% District Funding Transfers Funds for the collection of all "fixed" samples indicated in Table 1 will be provided in an initial funding transfer early in FY97. The amount of this initial transfer for each District is contained in Table 2. Note that all figures are gross funds, including WOTSC and DOTSC. Table 2. Initial NASQAN Allocation, by District. A detailed breakdown of these costs by station is provided on the homepage version of this memo. The categories for the cost breakdown are: o Station ID and District. Self-explanatory. o Number of Samples and Number of Replicates. The number of samples and concurrent replicates covered by the initial funds transfer. o Station Operation. This category includes salaries, per diem, vehicle and boat charges, and shipping charges. o Supplies. $220 per sample is provided to cover expendable supplies such as capsule filters, bottles, acid, and rinse water. o Data Review. $150 per sample (approximately 4 man- hours) is provided for data review. Districts are responsible for the initial review of data and for requesting re-runs of samples from NWQL if necessary. o Replicate Collection. This is the additional labor required to collect a concurrent replicate sample. o QC Supplies. In addition to the $220 per replicate sample collected, $450 is provided for supplies necessary (such as inorganic-free water) to collect 2 inorganic field blanks, 1 organic field blank and 1 pesticide spike during FY97. o Sediment Lab Charges. NASQAN II requires the Districts to pay for sediment analysis (concentration and a sand/silt split) for replicate composite samples for each trip and-twice each year-analysis of each vertical individually to assess cross-sectional variability. Therefore, the unit cost for the "Individual Vertical Analysis" item should be the number of vertical sections times the composite sample price. For many Districts, this is not the case as the same price was provided for both of these analysis. Please review this line item carefully and send any adjustments to Rick Hooper (rphooper) before October 31, 1996. o Miscellaneous Equipment Fund. Each station is provided with $1000 to cover miscellaneous expenses, such as probe replacement costs. o Special Equipment. This line item is for special capital equipment needs, generally only for stations that will be operated by NASQAN II for the first time this year. This amount has been negotiated with each District on a case-by-case basis. o Gaging Cost. If NASQAN has historically paid part of the gaging cost for a station, this item contains those funds as requested by the Districts. During FY97, OWQ will be working with Office of Surface Water to move all gaging support to the Office of Surface Water and out of the NASQAN program. o Total Cost. The sum of the preceding columns containing costs. o NAWQA Portion. For those station being operated in conjunction with NAWQA, this is the share of the District costs that NAWQA is covering. o Initial Transfer. The difference between the Total Cost and the NAWQA Portion. Some stations may be collecting event-based samples as indicated in Table 1. Costs for those samples will be transferred to the Districts by July 15, 1997. Basin coordinators must be informed of all event collections in order for Districts to be reimbursed for sample collection. For events occurring during the last quarter of the year, special transfers will be made as needed to cover those costs. Basin Meetings and Training As part of the training costs during FY97, NASQAN II will provide funds for each Basin to have a meeting early in FY97 to review FY96 operation and to plan the FY97 sampling. NASQAN II will pay for travel and per diem costs for the lead technician of each sampling team to attend the meeting as well as up to three days of salary for the lead technician. These funds will be transferred as Federal funds following the meetings. Although NASQAN is covering the costs for lead technicians only, these meetings are open to any District, Regional or Headquarters personnel who wish to attend. Basin coordinators have specifically invited District QW specialists and data chiefs. Meeting dates and locations are: o Colorado Basin. October 9-10, Las Vegas, NV o Rio Grande Basin. October 29-30, San Antonio, TX o Mississippi Basin. November 13-14, St. Louis, MO o Columbia Basin. November 15, Portland, OR Please contact the appropriate Basin Coordinator for more details. NASQAN will also pay the equalization cost for technicians who regularly sample NASQAN II sites to attend the QW Field Methods course held in Denver in April, 1997 and July, 1997. The training budget is limited this year; priority will be given to those Districts operating NASQAN II stations for the first time this year. Please submit nominees for the course to Rick Hooper no later than November 30, 1996 so that we can determine the demand for training this year.
