attachments were sent out to the Division Chief and Staff (A), Branch 
Chiefs and Offices (B), Area Hyrologists (AH), State, District, 
Subdistrict and other Field Offices (FO), Project Offices (PO), and 
Special Distribution for Research (S).  If you still need copies please
