We are pleased to distribute this report, which presents a com-
prehensive overview of methods used in the United States and in
China for analyzing the surface-water hydrologic aspects of
droughts and arid-region hydrology. Topics include: character-
ization and quantification of droughts; characteristics of arid-
region hydrology; monitoring and forecasting of drought conditions
and low stream flows; frequency analysis, regionalization, and
stochastic analysis of droughts and low-flow characteristics; and
modeling and management of water resources and hydrologic systems.
The report contains 24 papers by Chinese authors and 25 papers by
U.S. authors. The report was prepared under the auspices of the
U.S.-PRC Surface-Water Hydrology Protocol. A limited number of
additional copies are available from the Office of Surface Water.
