Subject:  Transmittal of Article on Discharge Measurement
          Uncertainty

The attached article, "Uncertainties in the single determination
of river discharge:  a literature review," by P. M. Pelletier,
appeared in the October 1988 issue (vol. 15, no. 5) of the
Canadian Journal of Civil Engineering.

It is a comprehensive summary and assessment of Canadian, inter-
national, and U.S. Geological Survey practice for evaluating the
accuracy of current-meter discharge measurements.  It should be
brought to the attention of all personnel involved in making,
checking, reviewing, and evaluating current-meter discharge
measurements.
