Subject:    Delegated Director's Approval for technical reports 
originating from Water Resources Discipline Headquarters Units located in 
Reston and at NWQL 

In an effort to better balance the workloads of the Regional Reports 
Specialists, technical reports originating from Water Resources Discipline 
Headquarters Units located in Reston should now be sent directly to the 
WRD Southeastern Region Reports Improvement Officer (Sandy Cooper, in 
Norcross) for Director's approval.  This change is effective immediately 
(May 23, 2002) and applies to reports from the Offices of Ground Water, 
Surface Water, and Water Quality.  It also applies to reports from the 
national NAWQA Program.  This routing process provides the Reston offices 
with a single point of contact and maintains a single source of approval.  
Each author and (or) originating office will be responsible for making 
sure the report package is complete before sending it to Southeastern 
Region for approval.  Please refer to the attached memorandum for guidance 
on submission of reports packages and a description of the steps involved 
in the approval process in Southeastern Region.  Additional information 
concerning reports and reports processing is available on the Southeastern

Also effective immediately, reports from the National Water Quality 
Laboratory should be sent to Linda Britton, Assistant Program Officer, 
Central Region.  She will be the point of contact until John Helgeson's 
replacement arrives.
