Subject: Report on the Results of the Fiscal Year 2001 Biennial
Survey of Hydrologic Field Instrumentation and Equipment
          Projects and Needs

This memorandum transmits the report, Results of the Fiscal Year 2001
Biennial Survey of Hydrologic Field Instrumentation and Equipment Needs.
The Survey was conducted by the Water Resources Discipline (WRD)
Instrumentation Committee (ICOM) to gather information on instrumentation
needs, preferences, and questions. It was initiated by a memorandum from
this office on November 8, 2000, and concluded in mid-December.

The Survey specifically requested discipline specialists in district,
regional, research, and headquarters offices to rank the current ICOM
projects and previously identified instrumentation needs. We also asked
for input on new instrumentation needs, as well as comments on current
projects. In all, 137 people responded (64 percent).
The report contains links to Internet web pages that display the Survey
respondents' rankings of the ICOM Projects and instrument and equipment
needs; and new needs identified by the Survey. The Instrumentation
Technical Advisory Subcommittee (ITAS) is taking the lead on responding to
all comments that were submitted. When we have completed our replies to
individual respondents, we will add general interest comments and
responses to the web report. The report can be found at

On behalf of my staff, members of the ICOM, the ITAS, and the Hydrologic
Instrumentation Facilities, I want to express our appreciation to those
who participated in the Survey. Your input provides the ICOM with
valuable guidance for establishing new projects, setting priorities, and
requesting project funds to support water resources field instrumentation
and equipment needs in fiscal year 2002 and beyond. In accordance with
its 5-year plan, the ICOM will be conducting the next Biennial Survey in
the fourth quarter of fiscal year 2002.
