As you know, Bob Hirsch requested a Headquarters Review Team (HQRT) review 
of the WRD Technical Offices (Surface Water, Ground Water, and Water 
Quality) this year (FY01).  The HQRT has completed their review and 
released their final report.  The HQRT presented a summary of the 
information recently at the July WRD Sr Staff meeting.  HQ staff are now 
preparing responses to the findings and recommendations of the HQRT. 

We are transmitting the final HQRT report to you for your information.  We 
will also transmit to you the HQ responses to the HQRT recommendations at 
a later time.
