Subject:  Delegated Director's Approval of reports originating from 
          Water Resources Discipline Headquarters' Projects 

The Water Resources Discipline (WRD) Senior Advisor for Reports, Celso 
Puente, has recently been reassigned, as part of the Environmental Affairs 
Program, to the Office of Administrative Policy and Services under Carol 
Aten.  As Senior Advisor for Reports, Celso provided support in (1) 
publications policy development and advice, and (2) delegated Director's 
approval for Headquarters' reports.  The reports originating from WRD 
Headquarters are primarily from the discipline offices and the Yucca 
Mountain project.   

I want to thank Celso for his many contributions to the WRD related to 
publications.  Celso served as an excellent source of advice and counsel 
for WRD employees on all types of publications issues and questions 
ranging from the routine to the very difficult.  Celso consistently 
provided excellent report reviews and sound advice on the policy related 
content of those reports.  I want to wish Celso the best in his new 
assignment. 

The duties that Celso performed will now be provided as follows. 

Policy Development and Advice 

Greg Allord, of the Office of Information, Cartography and Publishing 
Program (CAPP) will now serve as the primary point of contact for 
publications policy development and advice.  Greg can be reached by phone

Delegated Director's approval for reports originating from Headquarters 
Units located in Reston 

These reports should be sent directly to the WRD Northeast Region (NR) 
Reports Improvement Advisor (currently Chet Zenone) for delegated 
Director's approval.  The NR Reports Improvement Advisor will process some 
of these reports for approval using existing time.  During periods of 
increased workload, the NR Reports Improvement Advisor will send reports 
to other offices for review and approval.  Agreements will be made with 
district offices to provide this overflow support to the NR Reports 
Improvement Advisor.  The Office of Information will fund these offices 
for time and expenses to do these reviews and approvals.  This routing 
process provides the Reston offices with a single point of contact and 
maintains a single source of delegated approval. 

Delegated Director's approval for reports originating from Yucca Mountain 
Project 

All Yucca Mountain reports will be submitted to the Central Region Reports 
Improvement Advisor.  The process and procedure will be the same as that 
described above for Headquarters reports processed by NR, including 
reimbursement.
