Subject: Cost Recovery of Fiscal Year 2001 Charges Associated with Distributed
Information System Proprietary Software
RESPONSE ON ACCOUNT NUMBER VERIFICATION REQUESTED BY APRIL 23, 2001
The purpose of this memorandum is to distribute to you the charges that
the Distributed Information System Program Office (DIS) will cost recover
associated with the proprietary software costs and maintenance/support
charges for fiscal year (FY) 2001. Please note that the telecommunications
cost recovery was combined with the proprietary software cost recovery in
past years. This year, however, the telecommunications charges are not yet
finalized and are not included here. A separate email has been sent
regarding the status of the telecommunications cost recovery.
A secondary purpose of this memorandum is to alert you that increasing
bureau-level initiatives and WRD corporate software costs will likely
result in significant software cost recovery increases in FY 2002 and
beyond. Please note that this year WRD Headquarters was able to pay
bureau-wide software charges related to Lotus maintenance and support, as
well as the bureau-level computer support help desk, and will not pass
those FY 2001 costs on to the field. These two specific charge categories
were cost recovered from you in FY 2000. It is likely that next fiscal
year, the bureau-level Lotus and help desk charges will once again be
passed on to the field, in addition to other bureau-level costs, such as
potential Oracle licensing for FFS-Basis, and increases in Ingres
maintenance.
Charges to be cost recovered this fiscal year include corporate software
and support fees, SAS Software maintenance fees, and Environmental Systems
Research Institute (ESRI) software fees. Total software charges to be
cost recovered, including corporate software fees, consist of the
following:
Ingres - $ 322,988
S-PLUS - $ 85,000
DISSPLA - $ 100,000
LANDesk - $ 30,000
SAS - $ 88,800
ESRI - $ 459,084
Field Support/Media - $ 34,600
TOTAL $ 1,120,472

Corporate Software Fees
The DIS-related corporate software and support fees are shown under the
heading "CORP." in the spreadsheet listed above, and are used to recover
the following divisionwide costs:

* DISSPLA maintenance
* LANDesk maintenance
* S-PLUS maintenance
* Field Support/Media

The cost recovery formula for corporate software fees is based on the
final FY 2000 full-time equivalent count of employees report available at:

Additional information on each of the corporate software fees:
1. INGRES - The Ingres charges include divisionwide software maintenance
for the base Ingres products as well as the Ingres Replicator software.
Questions should be directed to Pat McAlwee of the DIS Program Office
(pmcalwee).
2. S-PLUS - The S-PLUS charges include divisionwide software maintenance
of S-PLUS, including updated releases on Windows and Sun platforms.
Questions should be directed to Joyce Solomon of the DIS Program Office
(jsolomon).
3. DISSPLA - Based on the recommendation of the WRD Information
Technology Advisory Committee (ITAC), the DIS Office successfully obtained
a keycode for Disspla to allow the software to operate on all WRD Sun and
DG servers through September 30, 2001, at a total cost of $100,000. There
will be no Disspla renewal for FY 2002. NWIS software will be updated to
provide graphics functionality without the use of Disspla. Questions
should be directed to Tom Wood of the DIS Program Office (tcwood).
4. LANDESK - The LANDesk charges are for software maintenance for 3,000
nodes and technical telephone support. Questions should be directed to Sam
Martinez of the DIS Program Office (scmartin).
5. Field Support/Media - $30,000 of this charge is to supplement the DIS
field support budget, which is used to fund salary, travel, and training
for field-based technical committees (NT TAC, Sun TAC) and field-based
software support personnel. In addition, this charge covers media-related
costs for distributing software CD's to field offices when it is not
feasible to distribute software over the network. Questions should be

SAS Software Maintenance
The SAS software charges for each office are shown under the heading
"SAS." The FY 2001 maintenance cost is $400 per license, and includes new
releases and technical support.

Environmental Systems Research Institute, Inc. (ESRI), Geographic
Information Systems (GIS) Software Maintenance
The ESRI GIS software maintenance charges include fees for the ArcInfo
suite of software on all platforms, and ArcView on Windows only (no
extensions).
Each site is assessed $99 for central site support on the ESRI Blanket
Purchase Agreement, which allows WRD to receive software media for
distribution and allows designated representatives to call ESRI for
assistance.
