MEMORANDUM

September 17, 2001

To: WRD Senior Staff
                District Chiefs
                Administrative Officers

From: Stephen F. Blanchard /signed/
                Acting Chief, Office of Information

Subject: Career Documentation Profile

As you know, the Career Documentation Profile (CDP) has a long history in
the bureau's water-resources program as an important tool in the
management of our human resources, particularly at the GS-12 level and
above. With the recent introduction of new human-resource management
tools for enterprise-wide (USGS) application, most notably the "Survey
City" generated Online Automated Recruitment System (OARS), and the
Training Management System (TMS) which is now being tested, the need for
CDP-generated information has been reduced substantially. OARS eliminates
the need to identify KASOC's and develop Crediting Plans making the old
CDP PMED form ("standard KASOC's") obsolete. The use of a resume in OARS
replaces the CDP's "autobiography" and "History of Changes in Grade and
Assignments" and the TMS will eventually store all historical training
records eliminating the need for the CDP's "Other Education and Training"
section.

Effective immediately, therefore, we are abolishing the requirement for
Water Resources Program personnel to update and maintain the CDP,
including the PMED. If you would like to obtain a copy of the current
information in the CDP file for any or all of your employees, the data are
available from the Headquarters Data General qvarsx, only until September
30, 2001. Please see http://wwwoper.er.usgs.gov/cdp/CDP.future for
additional information, or contact Kim Rogers on my staff (
krogers@usgs.gov.

Please contact me directly at 703-648-5629 if you have any questions about
this decision.
