Subject:  Fiscal Year 2001 Request for Working Capital Fund (WCF) 
          Investment Component Plans 

             Reply Requested by April 30, 2001


The WCF Investment Component is used to plan for long-term capital 
investments and enables the required funds to be accumulated over several 
fiscal years.  The investment component is a useful mechanism to invest 
funds from appropriations and/or reimbursable agreements, without fiscal 
year limitations.   

If you have not already done so, please consider how you would use the WCF 
this fiscal year and in out years.  Thought should be given to having the 
total of all investment plans established equal to one percent of a cost 
centers total funding.  By fully utilizing the WCF, as a tool for 
investing, cost centers will not only be anticipating their future capital 
equipment needs but will be providing the necessary funding to meet those 
needs.  Attached for your information is a spreadsheet, which captures all 
of the existing investment plan activity within the Water Resources 
Discipline. 

The last day to submit FY 2001 WCF investment plans for approval is April 
30, 2001.  Approval is at the next management level, which for most of you 
is the Regional Hydrologist.  For specific instructions refer to WRD 
Survey Manual Supplement release number 241, dated September 16, 1998 
subject Working Capital Fund (Investment Components).

must be submitted to Susan for entry into the Federal Financial System.
