SUBJECT:  PROGRAMS AND PLANS: Flood Supplemental Allocations


The Fiscal Year 2001 Interior Appropriations Bill signed by the President 
on October 11, 2000 includes $1.8 million as Emergency Supplemental 
funding for flood damages incurred by hydrologic monitoring networks in FY 
1999 and 2000. These funds are to compensate for damages to gages, 
infrastructure, and equipment only and are not for emergency expenses such 
as overtime and extra travel costs. The funds will be allocated as 
indicated below.



In FY 2000, $780,367 was reprogrammed from the Real-Time Hazards program 
to cover flood costs associated with Hurricane Floyd in the New Jersey and 
North Carolina Districts. This money will be restored to the Real-Time 
Hazards program in FY 2001 from this supplemental appropriation and 
allocated back to the Districts in a subsequent memorandum. At that same 
time, The FY 2000 District credits at the HIF will be unfrozen and made 
available for equipment purchases.
