Subject:  New Approval Procedure for Foreign Travel in the National Research Program 

This memorandum authorizes Branch Chiefs in the National Research Program 
(NRP) to approve foreign travel for NRP scientists without the approval of 
the Chief Scientist for Hydrology.  Previously the Branch Chiefs and the 
Chief Scientist for Hydrology have approved foreign travel requests.  The 
Branch Chiefs will have the responsibility to review the following: 

      - availability of funding 
      - relevancy of travel to the mission of the USGS 
      - science obligations are being met by the individual requesting travel 
      - amount of leave requested is reasonable 

After approval from the Branch Chiefs, the travel request will be sent to 
the International Office with an information copy to the Office of the 
Chief Scientist for Hydrology.
