LENGTH OF ASSIGNMENT: Two years beginning as soon as possible, but no
later than September 2000, with the potential to extend if the project is
continued. The nominee should anticipate a 3-week TDY in May/June 2000
prior to reassignment.

STATEMENT OF DUTIES:
The incumbent serves as senior geochemist and hydrologist for the U.S.
Geological Survey (USGS) team assigned to study the aquifer systems of the
Emirate of Abu Dhabi, United Arab Emirates (UAE). The incumbent is
responsible for the technical content and quality assurance related to
investigations of ground-water quality and for providing leadership and
technical direction to the approximately 19 hydrologists and hydrologic
technicians who comprise the hydrologic studies section of the National
Drilling Company-USGS Ground Water Research Program.
Proposes and assists in planning, directing, and conducting the water
quality components of extensive hydrologic investigations relating to
distribution, recharge, movement, discharge, permeability, and storage
characteristics of the aquifer systems of Abu Dhabi Emirate. The task is
to define the hydrology, including system dynamics and geochemistry, to
allow for sound and effective water management and protection.
SPECIAL KNOWLEDGES, ABILITIES, SKILLS, AND OTHER CHARACTERISTICS (KASOC's)
REQUIRED:
1. Ability to meet deadlines, maintain production, and work well with
others.
2. Ability to communicate interpersonally and in writing.
3. Ability to establish goals, coordinate programs, and make sound
decisions.
4. Knowledge of multi-discipline hydrologic investigational methods.
5. Skill in analyzing, computing, compiling, and quality assuring
ground-water data.

INFORMATION ABOUT THIS ASSIGNMENT:
In February 1988, the National Drilling Company of the Emirate of Abu Dhabi
in the United Arab Emirates entered into an agreement with the U.S.
Geological Survey to undertake a comprehensive assessment of the
ground-water resources of the Abu Dhabi Emirate. The NDC-USGS Ground Water
Research Program has successfully carried out that mission for the past 10+
years. Current project staff consists of 3 USGS employees and
approximately 55 National Drilling Company technical, administrative, and
clerical employees. The project includes the full time services of a drill
rig and an experienced drilling staff that has completed and tested more
than 350 wells during the life of the project. All costs related to the
project are fully reimbursed to the USGS by the Emirate government.
The individual selected for this assignment will be given a 2-year Excepted
Appointment with the potential to renew if the project is extended.
Foreign Service Regulations apply to this position. Upon completion of the
overseas assignment, the employee will be reassigned to a position in the
domestic program, however, return to the current position or geographic
location is not guaranteed. Housing and vehicles for USGS employees and
their dependents are provided by the Government of Abu Dhabi Emirate. Al
Ain, where the NDC-USGS Ground Water Research Program is located, is a
modern, westernized city of about 330,000 population located approximately
100 miles inland from the Arabian Gulf near the border with Sultanate of
Oman. The United Arab Emirates are located on the Arabian Peninsula and
are bounded on the north by the Arabian Gulf, on the east by the Sultanate
of Oman, and on the south by the Kingdom of Saudi Arabia. The official
language of the United Arab Emirates is Arabic, but most residents also
speak English.
