Subject:        Protecting Federal Records

The below attached National Archives and Records Administration Bulletin 
Number 2000-03 is a reminder that all official records must remain in the 
custody of the agency that the employee works for.  Employees may not 
destroy or remove from government custody any Federal records without the 
approval of the Archivist of the United States.  As noted in the bulletin, 
Federal records are defined as "Documentary materials that agencies create 
and receive while conducting business that provide evidence of the 
agency's organization, functions, policies, decisions, procedures, and 
operations, or because they contain information of value."  These records 
may be in paper, film, tape, disk, or any other physical form and they may 
be generated manually, electronically, or by other means.
