MEMORANDUM To: All U.S. Geological Survey Employees From: Robert Hosenfeld Personnel Officer (signed) Subject: Online Automated Recruitment System Implementation Starting today, the U.S. Geological Survey (USGS) will begin using its new Online Automated Recruitment System (OARS). OARS is a web-based product that allows us to automate the employment application and recruitment process thereby providing the best in customer service to you. For now, OARS will be used to advertise vacant positions with a recruiting area broader than the USGS, i.e., those vacancies for which we will accept applications from candidates within and outside the USGS. For these advertised vacancies, paper applications will no longer be accepted and narrative Knowledge, Abilities, Skills, and Other Characteristics (KASOC) statements will not be required. To apply for these positions, you must be registered in OARS with an application on file. For vacant positions where we are only considering USGS employees, we will continue to use USAJOBS as the advertising mechanism. Traditional application procedures will remain in effect for these positions until this spring when we will migrate the advertising of all vacancies to OARS. There are two ways to register and complete an online application in OARS. INTERNET: Type www.usgs.gov/ohr/ . This link will take you to “Employment with the USGS.” Click on “Job Openings. This will open the welcome to OARS” splash page. Simply click on the “Login to OARS” and you are ready to register, edit previously submitted information, and/or search vacancies. To search vacant positions, you must be a registered OARS user. INTRANET: Type www.usgs.gov:8888/ops/hro/ . This will take you to the Human Resources (HR) Employment and Information Center. I recommend you bookmark this page and refer to it often. The Human Resources Office uses this site to update benefit and HR program information; provide vital links to other HR sites; and, roll out the many new automated programs found within Survey City. From this page, click on “Online Automated Recruitment System (OARS).” This will open the “Welcome to OARS” splash page at www.usgs.gov/ohr/oars/ Being registered in OARS and having an online application on file does NOT automatically provide you with consideration for vacant positions. OARS can notify you when jobs are announced, provide vacant position information and allow you to apply (with your online application) for a position by answering the position questions attached to each vacancy announcement. OARS has been designed with the user in mind. It is easy to use, yet powerful enough to provide many employment services.
