EMPLOYEE DEVELOPMENT PROGRAM MEMORANDUM

Subject: Call for Tier 4 Nominations - National Training Center
Coordinator and Instructor Recognition Program

Reference: WRD Memorandum 99.28 (Attachment 1)

This fall the National Training Center (NTC) instituted a four-tiered
program designed to recognize outstanding contributions by course
coordinators and instructors. The Recognition Program is described in
Attachment 1 (WRD Memorandum 99.28).

This is the first call for Tier 4 nominations of those WRD employees who
have made the highest level of sustained or exceptional contributions in
support of the employee development activities of the U.S. Geological
Survey (USGS). Although the cycle for requests for nominations at all
four levels (Tier 1 - 4) of instruction/coordination will normally occur
each July – starting this July 2000 – a limited number of nominations for
Tier 4 recognition only are being requested via this memo.

To be considered for a Tier 4 Award, a coordinator or instructor must have
provided more than 400 hours of quality instruction or comparable
coordination as confirmed by NTC or technical discipline office records or
have made a singular contribution of exceptional value to the quality of
the Division’s Employee Development Program.

Request that nominations for Tier 4 Awards be submitted to Dianne
Jeffries, Employee Development Program Manager, at the address below by
Friday, March 17, 2000. To receive full consideration, nominations must
be in the form of a citation similar to that required for a departmental
honor award (see Attachment 2: DOI Human Resources Management Handbook,
Awards and Recognition Program for citation format and Attachment 3:
Example of Award Verbiage). Nominations submitted in the appropriate
format will be evaluated by the Employee Development Program Manager using
training records maintained by the NTC and the appropriate discipline
offices. Nominees who meet the Tier 4 requirements will be presented to
the Human Resources Management Committee (HRMC) for final decision during
its meeting in Boise, April 4-6, 2000.

Questions and comments pertaining to the Coordinator and Instructor
Recognition Program and specifically Tier 4 Awards should be addressed to
Dianne Jeffries at djeffrie@usgs.gov or (303) 236-4932 ext. 228.
