Can Government employees stand outside polling places on election day and hand out brochures on behalf of a partisan political candidate?

Delivered Date: 02/25/2000 02:22:48 PM

Can Government employees stand outside polling places on election day and
hand out brochures on behalf of a partisan political candidate? Can
Government employees serve as officers of political parties? Address
political conventions on behalf of a partisan candidate? Run as
independent candidates in partisan elections?

Are you considering retirement? Did you know that the post-employment
regulations cannot keep you from going to work for any outside
organization once you leave the Government?

If you would like to know the answers to these questions, please join us
in the USGS Auditorium on February 29th from 1:30-3:30 p.m. for a
satellite broadcast sponsored by the Department of the Interior. Karen
Dalheim from the Office of the Special Counsel will be presenting the
session on political activity. She is THE Government expert on the Hatch
Act; you cannot hear this information from a more reliable source. John
Surina from the Department of Agriculture will be presenting the session
on post-employment.

This training is free. If you are interested in attending, please
register online with the National Conservation Training Center.
Registration should only take a couple of minutes. This is the only
registration that is required. You do not need to complete a training
form or contact my office to reserve space at the session.

The training is available for all interested employees. Advance
supervisory approval should be obtained.

Employees who are required to file Financial Disclosure Reports:
Attendance at this session will meet your mandatory ethics training
requirement for CY 2000. Some of you just completed the CY 1999
requirement by reviewing an ethics videotape in January or February, but
that training does not meet the CY 2000 annual requirement. Other
training opportunities will be available at a later date, but I encourage
as many of you as possible to take advantage of this early opportunity.
