Subject:  Increased Leave for Organ Donation

This memorandum provides information on excused absence for organ 
donation.

On September 24, 1999, President Clinton signed Public Law 106-56, the 
“Organ Donor Leave Act.”  This law increases the amount of allowed paid 
time off from 7 days to 30 days each calendar year for Federal employees 
who serve as organ donors.  The 30 days may be used in addition to annual 
and sick leave and will not affect pay, leave accrual, service credit, or 
performance ratings.  As with any extended medical absence, acceptable 
medical documentation will be required to support use of this leave.

This law was designed to enhance the Federal Government’s leadership role 
in encouraging organ donation by making it easier for Federal employees to 
consider and become organ donors.  If you have questions or would like
