Pat Powers and I met with the MCI Bureau Liaison to discuss questions
which have been asked by various cost centers concerning the new MCI
WorldCom contract for long distance service. We had a very good meeting
and hopefully this information will provide you some needed background on
this program and answer your questions:
a) Is the MCI Card Mandatory? Meaning, can field offices opt to buy
their long distance from another source. At this time, the use of MCI
Long Distance Service is mandatory. DOI has stated that MCI Long Distance
service is the only source for securing long distance service. However,
USGS is going to discuss this further and see if they can get a "best
interest" certification which allows individuals to go with the cheapest
service they can find--specifically important issue to assist overseas
areas.
b) What are the current Domestic Long Distance Rates? Currently, the
domestic rate is .0627 cents per minutes with a 27 cent
surcharge per call (this surcharge applies once to each and every call
whether the call is 1 minute or 1 hour). No one knew whether domestic
rates included Hawaii, Alaska, Puerto Rico or Guam so I have asked for
additional information and will let you know as soon as I have the
information.
c) What are the current Overseas Long Distance Rates? These vary greatly
so I have asked for a printout by country which I will
forward as soon as it's received.
d) What type of bills will be receive and who will receive them?
Detailed billing statements will be received by the Reviewing Officer
Designated at each Cost Centers. This person was identified by each
office when ordered their MCI Long Distance Cards. Beginning in October
2000 all long distance service charges will be passed to each cost center
(more specific information will be provided later). The first statement
should be received in April--cost centers should not pay these
invoices--they are for information purposes only.
e) What services is MCI WorldCom providing? All long distance services
regardless of whether they are made from your
office phone or from another phone using the calling card.
f) What if somone in my office receives more than one card? Let me know
if the two cards have different card numbers; but if the two
cards have the same card number, destroy the extra card(s).
g) What if someone in my office receives a card without a name? MCI
WorldCom is aware of this problem and has already sent cards to
replace the cards without a name. However, until the new card is
received, the card without a name can be used. Destroy the "nameless"
card when the replacement card is received. If you don't receive a
replacement by April 15, please let me know.
h) What if someone in my offices does not receive a card and needs long
distance service? Send an e-mail to kdeyoe with the name of the employee,
telephone, and full account information.
i) How do I know what cards will defaulted to my cost center since the
cards were mailed directly to the employee? MCI WorldCom will provide a
list by cost centers in late April or early May to allow the A/O's to
verify where cards will default before charges begin to hit cost centers
accounts.
j) What if the first statement indicates I have accounts in my hierarchy
code which don't belong to my cost center? Let me know immediately so
that I can have the hierarchy code changed to the appropriate cost center.
k) If an employees transfers to a new office, should I keep the card? No,
cards can be relocated with the employee; however, you need to let
HQ know so that the hierarchy code is changed to the gaining location
I hope that this clarifies many of the questions I've been unable to
answer. I will send more information on the rate schedules and mandatory
use as they become available. Please let me know if you need additional
information concerning this program, and I will attempt to get the answers
