Subject:  International Postal Rates Restructure

Please disseminate this information to appropriate offices within your 
respective regions involved in making international mailings and shipments 
via the Postal Service (USPS).

The USPS has proposed a restructure of international postal rates and 
products.  Attached is a PDF file of the Federal Register posting of this 
proposal. 

In addition to adjusting all rates, the new structure eliminates many 
product distinctions and realigns products by speed of delivery as defined 
below.  Once approved, the new structure could be implemented as early as 
January 2001. 

The new delivery categories are: Fast (Air Mail letters and parcels, and 
Global Priority Mail); Faster (Express Mail); and Fastest (Priority Mail 
Global Guaranteed).  A fourth Economy line integrates 
various surface transportation categories.  Rate adjustments reflect 
changes in foreign delivery charges (terminal dues) and better align 
prices with the speed of service.
