Attached is the promised revision of facilities cost spreadsheet that was
distributed with my August 19, 1999 memorandum.  The spreadsheet has been
updated to include revised cost center estimates of FY 2000 facilities
costs and final FY 1999 funding.  The percentage shown on the spreadsheet
in column L entitled "Percent of FY 1999 Program for Rent" will be charged
on all gross reimbursable funding in FY 2000.  The percentage will be
entered into AIS as the facilities assessment rate for each cost center.
For ease of reference, the contents of that column for each cost center is
shown below.  

I have been informed that the final funding for FY 1999 in AIS as of
October 15, 1999 may not reflect all final funding adjustments especially
as related to flood supplement and technology transfer funds that were
carried forward to FY 2000.  I chose to finalize the table at this time
because this information is required for your immediate use in finalizing
funding agreements and project estimates.  The discrepancies should be
slight and will not make a substantial change to the facilities assessment
rate.  Please bring any changes to the table to my attention and the
facilities rate will be adjusted if required.

We anticipate that the functionality necessary to implement the facilities
assessment will be incorporated into AIS via a release scheduled for
January 2000.  More information on the release, including modified report
formats and assessment calculations, will be distributed at a future date.
We appreciate your patience as we move through the implementation of the
restructured budget.  Questions on this issue should be addressed to me or
your appropriate senior administrative officer.
