MEMORANDUM

Subject: Federal Express (FedEx) Contract for Fiscal Year 2001
The General Services Administration (GSA) has exercised the final option
year of its current express transportation services contract with FedEx
for next day and second day delivery service. The contract expires August
15, 2001. The service commitment remains the same, being delivery by
10:30 a.m. the next business day for overnight service, and by 4:30 p.m.
the second business day for the two-day service. The next contract is
expected to be a multiple award, covering domestic express delivery
services for both small package and heavy weight shipments.
A feature being offered this year is the ability to pay FedEx charges with
the Government bankcard. FedEx account holders may convert their existing
accounts from the current invoice method to billing by bankcard under the
FedEx Government Purchase Card Program. Under the FedEx program,
Government accounts must be set up for this payment option before
arranging shipments using the bankcard. This process includes the
registration of all bankcards to be associated with an account.
Instructions on setting up this payment option are outlined in the
attachment, Information on Using the Government Purchase Card for Payment.
The FedEx Government account number will continue to be a required entry
on the airbill; (see the attachment, How To Fill Out The Federal Express
USA Airbill). In addition, the bankcard number must be entered for
accounts with
multiple cards. It is not necessary however, to enter the bankcard number
for single card accounts. We caution account holders with multiple
bankcards that in the event a
card number is entered that is not connected with an account, the charge
will default to the first registered bankcard. Offices should consult
with their FedEx representative to fully understand
the process before converting to or setting up a bankcard account.
