Subject: Reorganization of Water Resources Division
As you know, the bureau reorganization will take effect October 8, 2000.
Part of that reorganization includes the abolishment of my position, and
the realignment of my staff to other parts of the organization. Attached
is a temporary organization chart for the Water Resources Division,
showing where the remaining functions from my office, the Office of
Program Operations, will be housed. I say temporary, because the
Information Technology/Information Management functions will be realigned
at a later date, and other minor changes may occur as the reorganization
plan is implemented. The organizational chart on the first page outlines
the overall structure for Water Resources Division (WRD), and the second
page shows the detail for the Office of Information, which has the most
change.
On the first page, Gail Mallard and Steve Blanchard remain the Staff
Assistants for Strategic Planning and Special Issues respectively. Alice
Sabatini is the Senior Advisor for Administrative Policy Analysis. Alice
is currently on a Chief Financial Officer Fellowship and is due to return
May 2001. Mary Jo Baedecker is the Chief Scientist for Hydrology, and
will continue to be in charge of hydrologic research. The discipline
offices, (Surface Water, Ground Water, Water Quality, and National
Water-Quality Assessment) remain the same. The Regional Executives are
now matrixed to the Chief Hydrologist/Associate Director for Water. That
is, they report to the Regional Directors, but also receive input and
direction from the Chief Hydrologist.
The remainder of the national or headquarters functions are housed in the
Office of Information, under Lew Wade. Lew continues to have the
functions he has had historically such as National Water Information
System, Hydrologic Analysis Software Support Program, and Yucca Mountain
Project Branch. He now has a Deputy Chief for External Coordination, Jim
Burton, who oversees external functions. In addition to the functions Lew
had in FY 2000, he will now be responsible for some functions that were
housed in my office. The Branch of Administrative Management Services,
which is responsible for the Administrative Information System, will be
under Lew's purview through fiscal year 2001 until there is a bureau
system. The International Water Resources Branch will be under Lew's
purview. My current Deputy, Steve Hammond, will now work for Lew Wade and
will have oversight for the technical parts of my office and the financial
analysis required by the Chief Hydrologist and his staff. Tom Zembrzuski,
now Chief of the Technical Operations Program, will continue to be
responsible for instrumentation; coordination with various network
partners such as the International Joint Commission, the National Weather
Service, the U.S. Army Corps of Engineers, and the Water Survey of Canada;
non-standard Joint Funding Agreements, Cooperative Research and
Development Agreements and patents. The Hydrologic Instrumentation
Facility will continue to report to Tom. There will no longer be
oversight of the WRD Safety Program at the Associate Director level,
however, protocol for the bureau and regional safety programs is still
evolving.
As we transition to a new structure, I want to assure everyone that we
will do our best to make sure you receive the service necessary to get our
science work done. If you are used to calling someone that was in the
Office of Program Operations, and do not know who else to call, please
call them. They will either help you or give you the name of someone that
can help. We will all work to make the transition as smooth as possible.
