In keeping with the Chief Hydrologist's desire to allocate Federal funds
to the field as soon as possible, we intend to be ready to make initial
allocations the first week in October, pending receipt of the fiscal year
(FY) 2001 appropriation. We recognize that you have provided preliminary
allocation information for the Bureau Operating Plans (BOP), but this
information is intended for high-level analysis by bureau executives and,
in most cases, is not specific enough to make actual allocations to
projects. If the information you provided for the BOP allocates to the
project level, that information may be used for this exercise also. If
not, we will need those allocations taken down to the project level.
Because of the recent reorganization of administrative staff, the process
of making the actual allocations to projects has not been completely
worked out, as yet. But by having the information requested in this
memorandum, we will be poised to make our allocations in a timely manner
regardless of the final process.
The attached table summarizes the FY 2001 Federal Program budget line
items based on the Senate mark and the breakdown within Hydrologic
Networks and Analysis (HNA). We plan to enter into FY 2001 with a 10.5
percent WOTSC, but many uncertainties related to shortfalls in facilities
and science support remain to be settled. Thus, we feel it is prudent to
hold back uncontrollables in your line items as a hedge against this
uncertainty. They will be allocated at a later date.
Please use the attached table when submitting initial FY 2001 funding
allocations at the project level to Cassie Pufnock by October 3, 2000, for
the major line items or thrust programs, with the exception of CBR, which
will be handled separately.
