Hill /signed/ Associate Chief Hydrologist for Program Operations Subject: Clarification of Course Cancellation The purpose of this memorandum is to clarify the decision authority for cancellation of training courses conducted at or sponsored by the National Training Center (NTC). The Course Coordinator has final decision authority regarding course cancellation. The NTC does not have decision authority to cancel a course. When such a decision is made by the Course Coordinator, the NTC will announce the course cancellation. This is consistent with policy that has been in place for several years. The reason for course cancellation is almost always due to an insufficient number of attendees for the course to be economically feasible. Before a decision is made, the NTC staff works with the Course Coordinator to look at alternatives to cancellation, such as extending the registration date and rescheduling or relocating the course. The NTC will start exploring other possibilities and facilitating arrangements for rotational assignments, details, or distance learning options, etc. Throughout this decision process, the Course Coordinator communicates with the Sponsoring Office to ensure complete coordination occurs before a course is cancelled.
