Corps of Engineers FY00 program review - RESPONSE REQUESTED BY FEBRUARY 15

We have received the draft of the FY00 Corps of Engineers Cooperative 
Streamgaging Program for USGS review and approval.  As in the past, your 
review and approval of your own District's program is required before we 
can bill the Corps and allocate your funds.  A web-based procedure has 
been developed  to facilitate your review, program modifications, and 
approval.  Your District's program can be retreived online from the
website.  The Welcome Page for this 
site provides links for detailed instructions for the review process, a 
link to your District's program, and links to submit your approval or to 
make modifications, if necessary. 

I suggest that you designate one person to log into the website and 
retreive a hard copy of your FY00 program for review.  The Table 3GS you 
retreive for your District should be identical to the one approved in 
discussions with your local Corps District(s) last summer.  If it is, 
please use the web procedure to indicate your approval.  If your review 
finds differences from what you agreed to last summer, discuss and resolve 
the discrepency(s) with your local Corps District(s) and then use the 
"modifications"  option to report any stations to be added or deleted from 
the table, or cost data that needs modification.

In reviewing your program, please adhere to the Chief, OSW's instructions 
that you not make changes to the AER distribution previously agreed to 
with your local Corps office(s).  (Tom Yorke email of Jan 10, 2000 on CBR

We anticipate that these new procedures, developed by Karen Ray of the 
HIF,  will save weeks or months compared to the review and approval 
process used previously.  Since the Corps needs to have the entire USGS 
program approved before we bill them, please complete your reviews and 
indicate your approvals or modifications by February 15 so that we can 
proceed with everyone's allocation.  Feel free to contact me
