Wade Acting Assistant Chief Hydrologist, Office of Information Subject: Cost Recovery of Fiscal Year 1999 Charges Associated with the Distributed Information System Proprietary Software and the Telecommunications Network RESPONSE ON ACCOUNT NUMBER VERIFICATION REQUESTED BY APRIL 23, 1999 ------------------------------------------------------------------- The Distributed Information System Program Office (DIS) is in the process of cost recovery associated with proprietary software maintenance and telecommunications network charges for Fiscal Year (FY) 1999. This year sites will receive only this combined cost recovery memo request. Charges to be cost recovered include "Corporate" software and support fees, DIS-II DG/UX operating system contract software maintenance, Geographic Information System (GIS) software maintenance, SAS software purchase and maintenance, and telecommunications charges associated with the backbone and the network line costs. All National Center user charges will be paid by the Computer Support Team account. The standard vouchers will be processed soon after that date by the DIS Program Office and a copy will be sent by email to the Administrative Officer for each office. Corporate Software and Support Fees ----------------------------------- The DIS-related Corporate software and support fees are shown under the heading "CORP" and are used to recover the following Division-wide costs: * Media (CD mastering, CDs, tapes) * Annual Support Fee for Thin Client Operating Environment * Ingres software maintenance * Travel Manager software maintenance A breakdown of these charges can be found at http://wwwqvarsa.er.usgs.gov/fy99cost/corp.html The Corporate fees are based on the Final FY 98 Full Time Employee (FTE) report available at: http://wwwqvarsa.er.usgs.gov/fy99cost/corp.html DIS-II Contract DG/UX Operating System Software Maintenance ----------------------------------------------------------- The DIS-II DG/UX operating system contract software maintenance charges for each office are shown under the heading "DG/UX." The contract price for software maintenance is $4 per DG workstation and $19 per DG server per month. In addition, each site is charged $19 per year for DG/UX central site support, which allows designated representatives to call DG for assistance. GIS Software Maintenance ------------------------ Also shown on the summary are the Environmental Systems Research Institute, Inc. (ESRI) GIS software maintenance charges under the heading "ESRI". This figure includes combined fees for the ArcView suite of software on Windows 95/NT (Desktop contract), and all floating licenses for the Arc/INFO suite of software on all platforms (Desktop and GIS-II contracts). In addition, each site is charged a total of $90 for central site support (CSS) on both contracts, which allows WRD to receive software media for distribution and to allow designated representatives to call ESRI for assistance. These charges also include any FY'98 maintenance owed for Data General (DG) based floating licenses for the Arc/INFO suite of software. This was not paid in FY'98 because the software code had been frozen on DG and the future support of these products was unknown. WRD is now obligated to pay for the Arc/INFO suite of licenses on the DG platform because we will be receiving platform independent licensing, meaning they can be transferred to any platform (both UNIX and Windows NT) at any time, because our $375 per year maintenance fee provides us that option. What is not included in these charges are maintenance fees for the following: o UNIX based node-locked licenses from the Arc/INFO suite o UNIX based licenses from the ArcView suite These charges cannot be included at this time because the deadline to transfer these licenses has now been extended to June 30, 1999. The situation for UNIX based ArcView licenses has been complicated further because the GIS-II contract modification proposed by ESRI to upgrade from ArcView 3.0 to ArcView 3.1, orginally proposed in August 1998, has not been approved yet. Maintenance on these particular licenses will be paid on a case-by-case basis this FY with the action initiated by the Geographic Information Program Office (GIPO). Further details will be sent after the contractual issues are resolved. SAS Software Purchase and Maintenance ------------------------------------- The SAS software charges for each office are shown under the heading "SAS." The FY99 cost is $600 per license, which includes the purchase of the license and maintenance through 9/30/99. Telecommunications Network Charges ---------------------------------- The telecommunications network charges include cost for leased lines, routers, network line equipment, and network management and maintenance support for the WRD network. The FY 99 network cost are approximately an 11.3% increase over the FY 98 cost. This increase is due mostly to the expected cost for conversion of the WRD private network from FTS2000 to new FTS2001 contract services, which will require a complete replacement of almost all the WRD network lines. Other additional charges were due to continued required upgrades of the network to faster lines to support our growing use of the networks.
